But ours may have been bought used, so the bubble wrap could have been added in by the original owner or by the thrift store from which it was purchased. Seems like an odd coincidence though, not that bubble wrap is rare; and it's also just as likely that my parents got it new from Odd Lots (now called Big Lots) and that the INTV I actually was, for some reason, sometimes sold in bubble wrapped, so wtf do I know? Considering some of the odd stories from the '77-'84 time period, it doesn't seem impossible, at least, and I think your friend might be right.
