It's a ms pac hack and it hasn't been signed so it won't work with an NTSC BIOS.

I agree. The author should take advantage of the multi-colored sprites.

If you look VERY closely, you can see the nose. So that is why I won't change it.

Well, they are basicly dog treats. I can't change the background or add a flashlight.
