I came across a 4 switch atari, that can barely be called that. It was missing:

1) The power plug
2) 5 of the 7 switches, counting the channel switch
3) The POT
4) The video cord(and the place it plugs in to)
5) The case
6) Metal shield
7) TIA
8: And few resisters under where the metal shield should be

I don't know what happened to it. So I replaced everything I could. I took a 9v power cord and directly soldered it to where the plug usually is because I didn't have any spare ones, and am still missing the difficulty switches, black/white switch and the resistors.

When powered on it changes the TV from a blue screen to a screen full of static instead of the cart. Would adding some resistors and the other switches help it or should I just give up on it?

If it is dead, it still gave me a few hours of tinkering fun.

Resistors will likely be necessary.  Jumpers could possibly work in their place.  At any rate, I wouldn't plug that thing into your wall & into any television at the same time until you're more confident of its status.
Could start a fire.

I was kind of scared to power it on the first time. Since it didn't catch a fire or turn off the power I figured it was fine to plug into my TV. Could it cause a problem to the TV even though it didn't have any problems powering on?

I applaud you for your attempt, successful or not.  You've gone further than I think I would, as I'd assume this console was parted out as a nonworking console.

Sounds like someone gave up on it and used it for parts long ago. May have been a hint ;)
