From the info below it looks like you want to set all jumpers on.

Also when I plug any sound device outuput into Right side channel it blanks the screen?

But Left channel does not????

Assuming that you have a cable that looks like this:

Are you saying that the screen goes blank when you connect one of the red or white RCA audio connectors but not the other? That sounds like a bad cable to me.

Definitely be careful with that.  My (similar) cable outputs 12 volts on the white connector.

All 4 jumpers are on the board as it came that way?

All are on the both pins none off set to indicate turned off.

I do not own andy 3 wire DIN plugs all of mine are 4 wire ones. Red, White, Black and Yellow.

With the F18A you need the 5-pin DIN cable to pick up the sound and break it out to an RCA or similar connector, as mentioned several times above.  You should leave the USR3 and USR4 jumpers *on* for use in the 99/4A, and only change USR1 and/or USR2 if you want to modify the default sprites-per-line or fake scan-lines options, as indicated previously.

Well my panic was my Samsung Monitor will not use the RCA jacks for sound if you have VGA plugged into the unit, so my fault for not knowing this.

I'm glad you got it sorted out.  I think a monitor that acted like that would trip me up too.

Yea I have numerous times used it for the TI, but without a F18 yet.

Now RCA has both Video and L/R channels.

But SVGA is just Video and no way to send sound as it auto select whatever is active (in this case SVGA port) thus it ignores RCA jacks.
