I don't have a Gemini schematic handy and the numbers and layout is quite different but I think the RIOT is the large chip on the lower right side. Check for broken traces. If there are no broken trace, you could try desoldering the chip, adding a socket (to make swapping easy) and installing a good RIOT chip from another 2600. Unfortunately I'm not the kind of person that has multiple 2600's I could take parts from...I only have 1x working Atari 2600 and 1x working ColecoVision Expansion Module #1.
