Did anyone work out what argsos.bin was?

Well,

 

ARGS was a regional group of Abbuc (Abbuc Regional Gruppe Stuttgart) which does not exist anymore. They created lots of hardware and software, for example they created a 64k romdisk and an OS for this romdisk, named the ARGS OS (which afaik could also be used with the K.Peters/R.David 512k romdisk).

 

Think they also created the PUD OS (PUD = power-up display) for the XL/XE computers which shows the 1200XL Atari fuji logo (built-in in the 1200XL OS) instead of the Self test.

Only ROM disk I can remember hearing about was from Klaus Peters in Germany; it was a PBI add-in. Might this be the modified OS you need to run the ROM disk?

and since the ARGS created (and sold) their own 64k romdisk, they also created their own OS for it, the ARGS OS.
