It only makes sense to use a converter like that if your TV doesn't have s-video input. There might be cases where the electronics in the converter are more sofisticated than those in the TV set, but I doubt you could get very different results, especially with the video signal from the 2600. Also, despite what the description says, you can't get RGB quality out of composite or s-video. The output signal cannot be better than the input one (but it can easily be worse).
