Half the game showing with Atari 2600A Help?

Ok, so here I am trying to dissect and figure out what is going wrong with my Atari2600A REV16 (if that makes a difference). I've got video (well half, I'll go more into that in a second), sound, and games do run, for the most part. What I'm finding is that half the game is running. That probably makes no sense so I'll try to the best I can to make sense of it. The left side of the screen split directly down the middle renders and comes up fine. The right side only has a few parts of the game rendered. For instance with ET the top and bottom bar are there, and it only says 99, the ship does come down and land however ET isn't there (you can see the ship fully). Half the grass or whatever the background is, is missing (the right side is missing). So I tried another game, Combat to be specific, my tank spawns the other side does not. I can move my tank around and drive to the other side just fine. Even tho half the level is missing. Its kinda odd... I've tried searching around to see if anyone has had this issue before. However I am unable to find anything, or I'm just using the wrong search terms. Does anyone have a clue as to where I should start looking? Or know the solution?

Ok, something new I think I might have figured out, with the game dodge'em You can still technically play the game. However you cannot see your sprite, again half the game is not being rendered, or showing up on screen. However it is still there, but doesn't interact with what is on the screen. So you can essentially keep collecting dots and drive right through the other vehicle. Without being effected. However this makes it difficult since half the track is missing, and you can't see your car.
