I'm using a Mac but I don't think that should effect it. Not too sure The relevant files appear to be 7zip compressed PDFs, not 'vanilla' zip compressed. OS X does not have native capabilities to decompress 7zip archives, so you'd need to use something like The Unarchiver, etc. Taking that route works fine for me in terms of extracting readable documents from the compressed files...
