Problem With 2600A 4-Switch

Short story is this: I got a 4-switch Woody recently and the difficulty switches don't work. One is seemingly stuck in A position, two is stuck in B. Moving the switches doesn't change anything, the switches have been cleaned, solder connections touched up and traces look good across the board. I evens swapped the RIOT with one from a working 1050 disk drive. Anyone have any suggestions before I dig into it again this weekend? Something obvious I might have missed?

UPDATE:

 

I got a batch of replacement new-old-stock 6532 RIOT chips from an eBay seller shipping from China. Hey, they were cheap so no big deal. The first chip I tried seems to be DOA, but the second one of that batch solved the problem completely! Both difficulty switches work as expected now.
