PhoenixMoonPatrol
Because you'd have to turn off the internet since those same roms can be found elsewhere. Dont ask why. Just enjoy the games. +Gemintronic
If you want to be double dog sure only download homebrew roms. New games specifically offered for free should sate your appetite!

RodLightning
Be sure to buy a physical cartridge of any game from somewhere (i.e. ebay or your local game shop) before you download it's ROM image and you will be okie dokie and on the level. Plenty of homebrew games can be purchased from the AtariAge store.

+Gemintronic
In America you can still manually dump your games and use them for your own purposes. This may not be the case in Europe. The solution is to either actively change the laws or stop buying into companies that support dumbing down property laws and go homebrew/indie only. You can contact a moderator but usually a thread gets locked if things get out of hand. Otherwise it stays open for future responses.

And if you want to be triple dog sure then before downloading anything check to see if someone has found a crate of 100 sealed Air Raids or if the Coleco Chameleon has had a successful launch. If either of those occur then you are definitely going to prison over Atari 2600 games.
