You can not do it in Windows without special SW. Furthermore, you can not write it with USB floppy drive, only with internal floppy drive - what is now more and more rare case. If you have internal floppy drive and Windows XP or later here is SW: http://atari.8bitchip.info/floimgd.php Other way would be to write image on Atari - but that's not simple without hard disk or some Flash card adapter like UltraSatan. There are diverse utils, some can even write part of disk image, so you can put it on 720K floppy in multiple parts - not comfortable, but that's what can do without getting some extra HW like PARCP or mass storage.
