Help with Sears Arcade II

Hi,

 

I acquired a SA2 in good physical shape. However upon powering it up the LEDS are fine and the switches appear to work.

 

The only video I get is what appears to be an " off channel" display.

 

There is no game audio (only white noise) and the reset button does nothing.

 

I have tried numerous known good cartridges. checked the 5 volts, checked the PCB soldering and everything looks good.

 

Do I have a faulty TIA?

 

Any help or suggestion is appreciated.
