Yep, that explorer dude is totally from the Congo Bongo ads (and you give him a hot foot at the end of each round of levels). With both $5 and $10 bills shown it could have been a multi-tiered rebate. They must have been intended to advertise the "Double Bucks Back" rebate offered by Sega and Wico in late 1984 (as seen here and here). If you're ever willing to part with any of those, let me know. There were images that I did not post because I found the published versions including one that was published in a comic book. So that might also be a possibility for those not yet found.
