Video flicker (4 switch woody)

I have a very annoying flicker in my video. It is like a metronome... about every two seconds, the video flickers/darkens and then returns to its previous state. It doesn't affect timing or gameplay, and the flicker lasts just milliseconds, but (as you can imagine) it is very annoying.

 

This behavior started when I unpacked my system after having moved to Wisconsin. When we lived in Tennessee, it worked beautifully. I had one television which I used for my 2600, my Intv, and my NES. I would swap the video cables out when I needed, etc. problem is, the woody has no power indicator light or anything, so I didn't notice when my kids switched the Atari on one day..... for two weeks..... I had the Intv plugged in, and never noticed. So, that was right before we moved, and I never tested the console there after noticing it. I just powered it off, unplugged it, and packed it.

 

Fast forward to a couple months ago. I plugged the VCS in, and now have a flicker.

 

Could it be a power supply issue? A TIA issue? I don't know enough about the VCS internals to be able to diagnose right off, but I'm reasonably handy with a multimeter and just need to know where to start looking. Anyone experienced this before?

This is as close as I can find to a similar issue... but this is sort of the opposite in that it darkens rather than brightens.

 

There was no resolution in this post, so I'll follow the plan laid out in this post to see if any of it helps.
