Not sure, you'll need to ask coleco_master

It is definitely not, it was done by the very same guy who's doing 95% of all of our boxes

Is the sale price only for preorder? Any idea when the price resumes to full? I'd prefer to buy (on sale) once items are ready to ship, but understand if it's just a promotional preorder price.

We usually resume to full price once the game(s) hit the manufacturing process 

Pre-orders help us to gauge interests in the game(s) and also help to determine how many copies should we produce

I'm a friend of the developer of Mad Bomber and followed the development progress in FB, and yes, it looks like Kaboom and it's beautifully done.

Will Roms be available with a purchase of the cartridge or separate to be used with a flash cart?

No, but we usually release the rom files (for free) once the production goes out of print

Sorry to go a bit OT, but I would ask you about the ROM of BC quest for tyres? That game should be out of print, is not even on Collectorvision pages...
