There can be a lot of things but most common ones for this behavior can be faulty floppy drive or oxidation on socketed chips. Disconnect floppy and try to boot. It usually takes longer to boot without floppy but might work. Carefully pull socketed chips and make sure that there is no excessive oxidation on chip legs and sockets.
