TV Movie About Ape Rights (1970s)

I saw a made for TV movie or miniseries in the mid 1970s about an ape that had to go to court to try to win his or her rights to do something. I don't remember if it was supposed to be a chimp or a gorilla, but it was clearly a small human in a weird-looking ape costume. (The person in charge of the ape had to take him or her to court.)

I must be using the wrong words when Googling. I can't find one mention of it. Does anyone remember seeing it or is anyone better at Googling? I'd like to know the name of the TV movie or whatever it was. Thanks.

I should have mentioned that it had nothing to do with the Planet of the Apes movies.

s0c7 mentioned Skullduggery below. It could be Skullduggery and I'm just remembering wrong. I saw it on TV somewhere between 1974 and 1977. I thought it was on a major big three channel in the USA (maybe a movie of the week type of thing). There were network commercials for it, if I remember correctly. I remembered it having a "made for TV" look to it and the courtroom scene looked like it was in the USA. The judge wasn't wearing one of those goofy white wigs. I also don't remember Burt Reynolds being in it. It's like the TV movie I saw was based on or inspired by Skullduggery.

If I remember correctly, it was on TV in the same basic time span as TV movies such as The Questor Tapes and The Reincarnation of Peter Proud.
