There once was a bill that was waiting to be signed.

It sat overnight in an office at Congress, and was looked at in the morning.

At that point, a prominent congressman noticed that the form was covered in tiny footrpints.

Discussion mounted. Was it a rat? Could it be a mouse?

Eventually, the discussion came back to the bill. What should be done with it? Should it be signed.

Someone spoke up and said "We don't need to.... it's already been ratified".
