The idea of a space elevator http://en.wikipedia.org/wiki/Space_elevator has been around for a over century. Whether it ever gets built is another question entirely.

Logically it can't "fall over", since the pull of gravity is weaker the further you get from the earth. Basically it will just hang there in space. The worst that can happen is that the cable snaps, but then it will just drift apart. It is a neat idea, but I doubt it will ever be possible to find a material strong enough that can be made long enough.
