It looks like that's the Quelle version. Quelle is basically the German version of whoever made the Taiwan Cooper bootlegs. ebay.de is full of them. If you really want to jump down the European bootleg rabbit hole then hop over to Atarimania their list of known Atari games and variation/bootlegs is unparalleled.
