Untested really means I know it's not working but I am trying to con someone in to buying it.

It's OK to buy or sell untested stuff, so long as it's assumed (when buying) or clearly stated (when selling) that it is for parts or repair.

depends i always check history and such, obscure stuff it can truly be untested. People that have very few game items i usually buy if it's a good deal

Price is a factor too. If the item is listed at the going price of a tested working item, ain't nobody got time for that.
