I was about to report the same thing.  I'm using ProSystem, so this may not be emulator-dependent.  I also ran into another issue.  Pac-Man/Ms.Pac-Man goes through fruits instead of eating them, particularly if a ghost is eaten right before.

I have been purchasing from Michael for several years and I've never had an issue.  He is quick to respond and ships very quickly as well.  Michael is also a cool guy.

That is a good question.  I know the packaging for PAL regions was different but I wouldn't expect the hardware to make any difference since you have to load the ROM files into it.
