Not really true.
Being Canadian, I see plenty of stuff on both U.S. and UK that ship to Canada but isn't listed on ebay.ca.
I second that, I find that is the case as well. Often I note the listing number then paste it in the ebay.ca search and voila, it pops up in my home Ebay. sometimes wont let you pay that way though and it will warn you to go to the foreign ebay to pay.

Bought this item recently:
Vendor put cartridge and manual inside plastic surrounded with tape inside an envelope. Guess what? Came crushed.
When I look at this it looks like its one of those Global Shipping Program repackaging jobs, that Pitney Bowes outfit is notorious for that. Unless you have already verified it, the seller might have used a box then the global shipping asshats repackaged it in that mailer. I have heard of a lot of stories like that. To maximize profits they minimize packaging and size.

We saw CBS versions in stores here in Canada as well as black and white labels and I think later in the mid-80's there was a lot of mixing and matching to clear out stock.

One more Combat cartridge is gone for eternity, its now Defend Your Castle. Received mine today with thanks. (FYI to others, I first tried an Apollo cart but woudnt fit)

I'd bet it's the power supply. All the CV powers supplies that I've worked on that had it's original capacitors were always out of spec. I've resurrected quite a few CV power supplies by simply just recapping them.
This is good to know, but what the challenge for me is the best way to open the darn things then put them back together so they dont look like some night-before-due school project.

I observe import charges are typically a misunderstood topic here in Canada, people think they are being charged DUTY, its not duty at all, its tax and the fee for the broker to clear items thru customs on the buyer's behalf (its a rubber stamp, $35 please). Strictly speaking there is no duty on importing video games into Canada.

I had posted pictures on one of the forums at the time. It was this time of year as I recall, likely rainy season down there, my boxes got so wet the cardboard turned to mush, and I got a soggy mess of water, black mold and garbage and it all arrived after the Ebay/paypal claim period. From 2 different sellers, one of which used to be very active here on AA but hasn't been on in a long time, at least using this old ID. A 3rd seller packaged so well their stuff arrived intact and unscathed. The minimal packaging on the other two lots didn't survive as well.

I am in Canada so the laws/regs are different but in Jan. I bought some games from Venezuela that were shipped FedEx. Delivered to my door, great. Yesterday, a month later I get an invoice mailed to me from FedEx for 13%GST tax plus a brokerage charge, all of this effectively doubling the cost of these games. I hate surprises like that.
Worse still was my experiences about 7 yrs ago but that time it was about condition items were received in, not tax related issue.
