What is that part of the brain called that when you think something that you probably shouldn't say at that moment, it says "Stop!!! Don't say that!"?
And how come so many people are missing that part of their brain?

A little more primitive answer, and not really answering the actual question, either.
The act of listening to that part of your brain would be, I think, "Tact".
I actually have too much of it, I think, when it comes to "bad" things, and not nearly enough when it comes to "silly" things.
My Mother was the worst, haha, I used to describe her thinking as "It pops up, and it pops right out"!.
(She was just honest to a fault, which can be good sometimes...occasionally.)
