Yes, but they could be spaced farther apart, just evenly so it appears there isn't a connection issue. A good indication is how 'loose' the cartridge slips in and can be removed.

It is possible the pin connector that the cartridge seats into is worn out. I've seen it happen with used genies. Could try bending the pins back into place.

If you look at the two different units and SuperPsycho's description, it's likely that different service providers had access to different modems. No idea why there'd be cosmetic differences but I bet there was some kind of specific region decoding going on.
