Hey, I know it's been a while, but I'm looking to sell my working Missile Command cocktail table and google showed me this thread. In case you've made no progress on your game, I've been keeping mine running for a while and have a few suggestions. First, I might have a service manual for the game if you need one, we might be able to work something out. Next, I think Atari used pretty cheap IC sockets with tin leads. They often corroded and lost contact. This is especially true for the larger chips like the ROMs. So have you tried removing your chips one by one and cleaning the sockets with a spray contact/tuner cleaner?
Fixing the broken IC lead is also a good idea. If you have a good touch with a soldering pencil, you could solder a piece of solid piece of wire or maybe a capacitor lead to the IC pin.. provided there's enough surface left. Cut it to length and use it just like a chip pin.
