Does replacing old Atari 2600 cartridge labels with new, quality reproductions substantially alter any value they have? Bear in mind I am not banking on my 250-some carts for my retirement, I just want them to look nice.

Agree with others, from a collector standpoint, if its a rare expensive game, I think sticking on replacement labels could even devalue it compared to leaving the ripped or missing original labels. On the other hand, if its like a $5 game, then I don't think replacing the label will impact the $5 people will pay for it one way or the other.
