I was lucky to buy H.E.R.O just before the rising prices. Interestingly I have both the 2600 and Colecovision version, and even though the Colecovision version has better graphics, I prefer the solid walls of 2600. Maybe unfair gameplay, but it was almost carved in our 80s brain to give a flash look to everything and move fast.

The subroutine is not nested in the nmi function, it just looks like. If you read it carefully, after nmi() there are { and } in same line.
C language is free form so it takes it like an empty function.

Replacing the SN76489 sounds like a good option after testing its output pin.

There is a trick to know how much time are you wasting inside vertical retrace interrrupt.
At start of interrupt (after saving the register and everything) load border register with white color, and at end of interrupt reload border with black.
The white color will show you how much screen time are you using inside interrupt.
Typically the white color should not exceed the first 32 lines, but that depends on your game.
