Yet, also, Devil's Advocate, A coworker pointed out that in the South (for example) they don't sell all weather tires,...And that most people's tires don't get any traction making things dangerous...Not sure how true that is though, I mean don't tires have to have some tread for driving in the rain too?

@GoldLeader: AFAIK, most people around here buy all-seasons, usually with a M+S (Mud + Snow) rating. Thing is, that M+S rating is kinda the bare minimum necessary for a tyre to be considered anything other than dry-weather only. If the tyre has the three-mountain-peaks-and-snowflake symbol on it, it's considered suitable for significant snow. More info here.
We get significant rain here at pretty much any time of the year, so most folks are running an all-season tyre even if they don't know it. But as this state has about nine inches of elevation change in total and relatively light (sub-6" on average) snowfall, very few people have anything on their car to really handle any amount of snow.
One thing I will say, though: at least the roads here are surfaced for weather. When I lived in L.A., you could run any tyre you wanted and it wouldn't matter because the only weather conditions CalTrans seemingly took into account in SoCal were ones over 100°F. It's hard to describe the feeling of driving on them in the wet, but it always felt like you were at 90% of the limit of traction.
