@John Stamos Mullet Actually, it was at E3 with reference to the Xbox One launch and was about, as I said, used games, not operating systems or utilities, which used to come on physical media, as well So, next thing will be requiring non-transferable licenses for all games.

Yes. Would that be so terrible? Secondary markets in most industries range from frowned upon, to outright illegal. Not really sure how this is any different, either the exception that places like Funcoland and GameStop exploited the industry by creating a grey market they were never really entitled to. Again, it's all about licensing. They're not selling a physical product, they are selling a license to install and use their proprietary game code. Most other license types are non-trasferable.
