I don't know if anyone else has had problems with the drive not spinning since this, but my issue with it was simply that the ribbon cable connecting the CD tray to the modchip was in backwards. The Saturn's built in connector on the CD tray doesn't have an apparent directional preference, which is what caused my issue. Try both ways!
