It's probably the most famous one, it's an Elektronika BK0010-1. At core it's a PDP-11 clone, but running BASIC here.

Edit : as Carlsson said, it says ВИЛНИЮС (Vilnius) and it is indeed the "Vilnius BASIC" developped for the BK and UKNC computers.

BK computers before 1986 used FOCAL, the Basic-like language developped for PDP-11, and was available on cartridge form for those late computers.
