Usually the ROMs clear the ZP themselves. The settings helps identifying ROMs which do not clear the ZP and therefore might not work on real hardware. You enable or disable it as you like. -
Then I am pretty sure this is a driver problem and there is not much we can do. You can try the Software renderer.

Looks like your LG act more like most TV displays. These often cannot handle the 2600 display format and also try to "enhance" the image. The results are usually terrible. -
Ha, again I noticed the same problem with OpenGL. I have an old Core i5-3570K and use the built-in GPU. Do you have a similar one?

Stella does some coarse counting too. It only counts memory accesses, which should be good enough to detect major overruns. The values are displayed in the debugger's 'States' tab of CDFJ. Exact ARM cycle counting is very tricky, it will be very interesting to see how exact Gopher2600 can become. -

There was a discussion about MAM, which was buggy in the early chips and Harmonys. Maybe they enabled it now. IIRC it accelerates memory access. -

It should be the same speed. Maybe at 60 MHz, since I remember the Encore clocked a bit slower than the Harmony cart. -
I noticed the problem on Windows 10 too. It could be the renderer, but we are not sure yet. I suppose you are using DirectX as renderer? Have you tried OpenGL? Does that help?

Disable ZP RAM randomization in Developer settings. 6.4 and 6.5.1 behave identical here, your settings are just different. -

There are a few more display bugs in the PAL version, e.g. the gold bars having some black pixel mess below them.
