I agree, this looks much better. Else it would look like he is doing a "Moonwalk". I never noticed the overall syncing before, but your explanation makes complete sense.

So no autoscaling tools. How long do you need for each frame of an animation? On average.

You sure could define 16 different actions. But then you could not combine them anymore. So if you e.g. have a controller with 16 buttons and the user presses two buttons, this will be interpreted like pressing one of the 16 buttons.

Boing has a purple background. NTSC Boing played on PAL has grey background (odd scanlines cause color loose on PAL) PAL Boing played on NTSC has green/blue background
