Not sure how rare it is but about a month ago I picked up a sealed Tele-Games variant star raiders with the pad at goodwill for a $1

Actually I have A sealed Star Raiders with the Video Arcade pad (box for star raiders is sealed, pad has been opened) so they were available at some point sealed from Sears. Hope these pics help
