Here is a good beater up P.O.W from SNK. P.O.W. Prisoners of War, released in Japan as Datsugoku: Prisoners of War, is a side-scrolling beat 'em up produced by SNK originally released as an arcade game in 1988.

No! Burger Time came out in 1991 on the Atari ST and Amiga. Well after it was released for the Atari 2600 and Apple 2. Both the Atari ST and Amiga was published by Byte Back. It was also known as Burger Man in some countries.

I never played Crash Dive on the Atari 2600. I might give this a go!
