A photon travels at the speed of light and experiences zero-time. Therefore it does not decay, because “decay” is something that happens over time. And all photons have seen both the beginning and the end of The Universe simultaneously.

I think it's only zero-time from our perspective. But from the photon's perspective, time would move as normal. But then again, as it looked out into space, everything else would seem timeless, and travelling at the speed of light, like a photon. It would also feel itself travelling at infinite speed, being both emitted from a particle and then reabsorbed by a particle instantaneously.
