Boeing made the decision to use only 1 sensor for MCAS. A marketing decision. Because using 2 sensors would have raised the importance of the system enough to have to recertify and require Level D training. Expensive simulator time. Further more, MCAS forces the nose down for 10 seconds, then allows 5 seconds for "recovery" before it starts again.

  On a more personal level, I recently had to have a chunk of my kitchen wall removed to replace some old cast iron pipes. I overheard the plumber tell the landlord "I told you what you needed to do back then, and you didn't do it, so here we are."
