Boeing made the decision to use only 1 sensor for MCAS. A marketing decision. Because using 2 sensors would have raised the importance of the system enough to have to recertify and require Level D training. Expensive simulator time. Further more, MCAS forces the nose down for 10 seconds, then allows 5 seconds for "recovery" before it starts again.
