Sure. 

You need to extract the chip from the socket in the incognito card with a proper extraction tool, and with a plcc adapter that plugs into your tl866ii and your programmers software, you flash the correct firmware. Very easy. Then you just put the plcc chip back in the incognito.

The great thing is if you brick it again, just repeat the process. 

Just be careful when extracting the plcc chip and always use the tool and never anything else. Also, make sure you have an antistatic bracelet, or just touch a grounded metal source before handling the chip. Be careful to putting the chip back. 

BTW how old is your incognito card? Is it one in the last 5 years, or is it once of the really early ones.
