Yes, when I gave it away my buddy replaced it and he no longer has the jittery issue but has a whole set of new issues

I gave mine away because of that issue and a replacement console did fix it.

If the file format is ".bin" and there *is not* a corresponding .cfg file, look in a database that maps CRC32 of the .bin to a list of known .cfg files -- basically just like what that spreadsheet does That's awesome, I didn't know it did that!

No I never got the paddles to work. The main reason I got the unit so I gave the unit to my buddy who has since had the unit replaced by Hyperkin ... I believe the paddles work now for him. You might look into a replacement.
