They mentioned uWink in the TV show Top Chef. The players had to take the yet-unfinished building and turn it into two temporary restaurants. The only thing about uWink you even saw were a few flag banners around the outside part of the building.

I think, if he gave you a PO BOX with the address, its your fault for not including it. If he didnt include information that was needed to make the delivery (say, along with that email he sent saying it wouldnt arrive normally that you had to also have added a line or two he didn't tell you when he purchased it) then definitely he should have to pay for the second attempt.
