As for that EEPROM programmer's quality, it burns EPROM/EEPROMS perfectly fine, can erase EEPROMs (came as a surprise to me), and I've already played around with it a bit to know it can burn Atari cartridges fine. But I know very little about EEPROM programmers... if you do end up bidding on it, though, it'll work well enough for your needs.
