It’s is likely ram. I diagnostic rom will still require a proper test harness. Open it up and feel if any of the ram is getting hotter than the others (too hot to touch). This screen shot tells you that 1) the processor is likely fine 2) the kernel rom is likely fine because it has read the border color and sent it to the Vic. The ram looks to be failing in the screen clear portion of the kernel routine.
