@Retro_Game_Lover96 is that Tim's RGB board? I'm not familiar with it, but does it require a solder jump or anything to actually use the s-video/rgb?
Just looked at Tim's site on this. Did you make sure to have JP1 and JP3 both open? Looks like Tim advises that for NTSC consoles and it looks like you have JP3 closed in your pic?
I am pretty sure JP3 is closed.

Hi, I am having troubles to get my Atari console working, so does anyone help me get it fixed? I hooked up my console with an S-Video via the RGB board. The console powers on fine, but the screen is black with some green stuff on it. I just assumed it was some bad chips, I tried to replace and swap the chips
from the good Atari console, but nothing happens.
