I figured I'd take a shot in the dark here, but is there anyway possible to take what is given to me in the Best Game Pack package and output it into an EmulationStation playlist? I'd really like to scrape all of this artwork somehow utilizing the connections this software has made to all of the covers and screenshots. Thanks for your time and help.

This is a great start, Mclane, so thank you. I've been trying to put together a massive RetroPie build over the course of the year but the Atari 800 has always been an outlier in terms of scraping quality. It's such a mixed bag, so to stumble upon this masterwork was really amazing and I look forward to finding a way to carry it forward with me. I'll try over in the main forum. Keep on kicking ass!
