look on the bottom of the 7800 motherboard where the power switch is. there is 4 points that are the legs of the power switch. Just re-heat the solder on them it could just be that. if that doesn't work you need to replace the power switch from the information you have provided.

Re-flow the power button solder points and if that doesn't work replace the power button.
