I have never come across anything like it before. What exactly is it? What is a realistic value of it? Any help is much appreciated.

So I came across what I assume is a Prototype of the Tigervision game Polaris. I can't seem to find any other Tigervision prototype cartridges like this to compare it. What exactly is it? What is a realistic value for something like it?
