Perhaps I'm just tired or an idiot, but do many boards only have XTAL1? I've been looking at my early 1980 PCB and 1987 INTV3 PCB and am only finding XTAL1.
@Tyler Hartman please keep us updated with what you've been trying and if there's any progress.

Any chance you'd be willing to share the passwords for pi and root? The password(s) is(are) no longer "raspberry".
Edit: `sudo passwd pi` allowed me to set the password for pi back to "raspberry".
If you're able to share the root password, that'd be helpful. Thank you!

I got a very disgusting Intellivision console a couple months ago. It was listed as "for parts/not working." It was caked in fine dust, the controller buttons disintegrated, and probably had a bunch of other unfavorable characteristics.
I cleaned it, reconnected the Main PCB and Power supply PCB with new wire, recapped and replaced the transistors. It works amazingly well.
I returned to modify it to work with my System Changer a few nights ago but noticed that R23 and R24 don't exist - there's just a long trace beneath the RF modulator. There are some other noticeable differences on the main PCB layout. Also, hex-head screws are used to secure the internals instead of Philips pan-head screws. I found this interesting. Is this interesting? Also, should I attempt to modify it for System Changer use, and just ignore the part about removing R23/24?

Perhaps PAL systems have a second XTAL.
